Cultural Cooperation between European, Latin American and Caribbean Countries: Concepts, Strategies and Good practices

In the EU-CELAC Declaration 2023 the Heads of State and Government of the Member States of the European Union (EU) and the Community of Latin American and Caribbean States (CELAC) affirmed their commitment to foster broad people-to people contacts. For cultural institutions and actors, this reaffirmation has been an important message, as the creative industries have faced considerable challenges in the past years.

Therefore, the EU-LAC Foundation has commissioned two distinguished consultants (Alfons Martinell Sempere and Jorge Fernández León) with the elaboration of this publication to reflect on the state of International Cultural Cooperation in a context characterised by multiple global and regional crises and challenges, to broaden perspectives and contents, to identify new actors, and to generate proposals on strategies, instruments and practices which have the potential to strengthen cultural cooperation between European, Latin American and Caribbean societies.

It is hoped that the approaches, recommendations and criteria outlined in this publication can not only be considered in the formulation of cultural programmes and public policies, but that they serve as a source of inspiration for exchanges and initiatives between cultural actors and institutions in the coming years.

The SHIFT project, of which On the Move is a part, was highlighted in the publication as a good practice.


En la Declaración UE-CELAC 2023, los y las Jefes de Estado y de Gobierno de los Estados miembros de la Unión Europea (UE) y de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) afirmaron su compromiso de fomentar amplios contactos interpersonales. Para las instituciones y actores culturales, esta reafirmación ha sido un mensaje importante, ya que las industrias creativas se han enfrentado a retos considerables en los últimos años.

Por ello, la Fundación EU-LAC ha encargado a dos distinguidos consultores con la elaboración de la presente publicación para reflexionar sobre el estado de la Cooperación Cultural Internacional en un contexto caracterizado por múltiples crisis y desafíos globales y regionales, ampliar perspectivas y contenidos, identificar nuevos actores y generar propuestas sobre estrategias, instrumentos y prácticas que tengan el potencial de fortalecer la cooperación cultural entre las sociedades europeas, latinoamericanas y caribeñas.

El proyecto SHIFT, en que trabaja también On the Move, fue destacado en la publicación como buena práctica.
