Towards the Culture Compass: A Sector Blueprint

On the Move, together with other European cultural networks, contributed to ‘Towards the Culture Compass: A Sector Blueprint’, particularly in relation to topics such as international cultural relations (ICR), working conditions, mental health and well-being, culture and sustainability, and culture and security.

The Sector Blueprint is the outcome of months of dialogue, research and co-creation by 30 cross-border European cultural networks—members of Culture Action Europe—to outline a vision for the future of cultural policy in Europe. The discussion paper is intended as a complementary vision to the European Commission’s new cultural strategy expected in November 2025.

The document is split into 10 key policy briefs, each with their own dedicated context and proposals considered necessary for a strong future for culture in Europe. Some key ideas proposed in the Sector Blueprint that are of high importance for On the Move include the following:

  • Fair pay and fairer working conditions should be supported through access to information for mobile artists and culture professionals, like for instance via the Mobility Information Points
  • With regards to international cultural relations, facilitation and support of visa processes are a key priority, with a clear reference to the Article 16 of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions in relation to artists and culture professionals from the Global South
  • The mental health of artists and workers in the cultural and creative sectors needs to address as a structural issue while tackling long-term risks (access to funding, administrative burdens, social and performance anxiety, etc.); this also means the provision of targeted mental health and well-being support for artists and workers in the cultural and creative sectors from marginalised and vulnerable backgrounds
  • Funding frameworks need to address climate justice and climate adaptation needs and the next AgoraEU programme needs to have a clear green priority
  • A dedicated EU pilot scheme for at-risk and displaced artists and workers in the cultural and creative sectors needs to be established, under the Programme for Pilot Projects and Preparatory Actions, building on the model of the EU Pilot Fellowship Scheme SAFE for at-risk researchers

On the Move highlights that these are of high importance while fully supporting the main points shared by all networks under the coordination of Culture Action Europe.
