The 2026 edition of the Re|Shaping Policies for Creativity report provides an in-depth overview of policy developments shaping the cultural and creative sectors worldwide.
Twenty years after governments and civil society gathered at UNESCO to adopt the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, the report offers timely assessment of how that shared vision is being translated into policy-led action today. Drawing on data from more than 120 countries, it explores emerging trends, persisting challenges and new opportunities shaping those industries at a moment when digital transformation and growing global inequalities are redefining who can create, produce and access culture.
The report invites policy makers and civil society to move beyond symbolic recognition and fully integrate culture as a driver of sustainable development, economic growth, peace and social cohesion, and to embed culture as a global public good within the post-2030 framework. Protecting the diversity of cultural expressions is a shared responsibility – one that requires reinforcing interministerial cooperation, mobilising resources for equitable cultural participation and bridging structural barriers to ensure creative voices thrive, for present and future generations.
