Culture Resource: External Evaluator for the Stand for Art Programme (Online)

Culture Resource (Al-Mawred Al-Thaqafy) is seeking an expert to carry out an evaluation of the Stand for Art programme by assessing the objectives achieved, gaining a deeper understanding of the challenges faced, and providing recommendations for potential developments within the programme.

Stand for Art is a programme that supports artists and cultural actors in the Arab region currently facing risk that threatens their safety and security either because of their artistic output and cultural activities or because of their presence in an unsafe environment inside their countries or abroad. Culture Resource launched the programme in 2016 after conducting a study of the risks that artists and cultural actors are facing in the region as well as the types of support available to them locally and internationally.

The evaluator will be responsible for designing, conducting, and reporting on the evaluation of the Stand for Art programme, in collaboration with the programme team. The evaluation should:

  • Assess the programme’s relevance, effectiveness, efficiency, and reached impact,
  • Analyse the socio-political environment in which the programme has been implemented,
  • Analyse future challenges and opportunities for the programme to propose recommendations that would enhance its ability to reach its objectives and ensure long-term sustainability,
  • Discuss the evaluation findings with the programme team and incorporate the conclusive results into the final evaluation report.

The outputs include an inception report, a draft evaluation report and a final evaluation report. All the outputs should be in English with an executive summary of the final evaluation report in Arabic

The job requires a maximum of 20 non-consecutive working days with no required travel.
