Joining the dots // Bridging the gap(s): A reflection on the European project, IN SITU ACT (2016-2020)
This report presents an overview of IN SITU ACT (2016-2020), and a reflection on some of the highlights of this European cultural cooperation project which was awarded co-funding from the Creative Europe Programme of the European Union. The 4-year programme strengthened a platform for artistic creation in public space through an extensive series of artistic encounters, taking diverse formats and organised across many countries of Europe. The report was done in collaboration with On the Move, written by Judith Staines. It includes a preface related to artistic mentoring and professional development by Lene Bang Henningsen.
This report evaluates the implementation and dissemination of the MOOC ‘Create in Public space », produced by FAI-AR in partnership with IN SITU from September 2017 till August 2019. This MOOC was supported as well by the French Ministry of Culture and ArtCena. This report, done in collaboration with On the Move (Maïa Sert) relies on materials collected from December 2019 to August 2020. Using, analysing and sharing both quantitative and qualitative form of data, this report aims to be both useful for users of MOOC but also for organisations interested in investing in MOOC particularly at a European and international level.
Pig: an experiment in collective decision-making > A cultural policy contribution to the evaluation of art in public space
Pig is an art installation in the form of a giant transparent piggy bank. It appears without warning in public space accompanied by a short message: members of the public can put money into Pig’s ‘community fund’ if they want to, and spend it when they’ve agreed how to spend it. Developed by the company Kaleider and supported by IN SITU, the European platform for art in public space, Pig travelled to six locations in Europe within the IN SITU network during 2018-19, and was met with a fascinating range of responses. This report was commissioned by IN SITU, coordinated by On the Move and researched by Uclg Committee on Culture.

In just a few years, CircusNext has become a label that not only guarantees innovation and artistic excellence, but also conveys the values and vision of artistic work and the profession of circus artists and cultural operators in the sector of contemporary circus. This final evaluation report focuses on the 5-year program CircusNext 2013-2017. It includes the evaluation of: two support schemes in 2013-2014 and 2015-2016 and one European Season of Circus Arts in 2016-2017. The report is written by the associate researcher, Agathe Dumont.
The EU funded project, European Theatre Lab, co-ordinated by European Theatre Convention, published two final publications to share its experiences and learning to the wider theatre communities and interested professionals: 1) Digital theatre a casebook and 2) Drama goes digital vs Theatre invades digital — Suggestions and recommendations for publicly funded theatres, policymakers and funders at the local, national and European level. On the Move was associated to the evaluation of this project.
IN SITU is the European network specifically focused on artistic creation in public space. This document is based on the final report of IN SITU Platform sent to the European Commission in January 2018. Highlights include: Anticipated impacts from the IN SITU Platform evaluation framework; Feedback from IN SITU partners and participating artists; Observations from key events over the course of IN SITU, including: Travellings in 2015, 2016 and 2017 in Marseille and the Emerging Lab in Hull in 2017. This document has been done in partnership with On the Move as part of its evaluation contribution.

The Cultural and Creative Cities Monitor is a new tool to monitor and assess the performance of 'Cultural and Creative Cities' in Europe vis-à-vis their peers using both quantitative and qualitative data. The quantitative information is captured in 29 indicators relevant to nine dimensions reflecting three major facets of the cultural, social and economic vitality of cities: cultural vibrancy, creative economy and enabling environment.

This IETM toolkit aims to guide you through the key steps of evaluation, whether you have chosen to do it yourself or if a funder or decision-maker asks you to do so and provides you with pre-conceived tools.
The South African Festivals Economic Impact Calculator (SAFEIC) is a free online tool developed by the South African Cultural Observatory specifically for cultural festival and event organisers so they can track the economic impact of their events. The SAFEIC is designed to be used to estimate the economic impact of a festival on a host economy. It has been carefully, and conservatively, designed so as to produce results that are as reliable and valid as possible for a wide range of events – provided the data that is inputted is as accurate as possible.
The report is the key output of the working group of EU Member States on Intercultural Dialogue in the context of the migratory and refugee crisis, created in October 2015. The report looks at how arts and culture can bring people together and increase their participation in society. The report provides recommendations for cultural policymakers and for cultural organisations structured around three key themes: empowerment, intersectoral and evaluation.

Ce guide méthodologique a pour objectif d’aider les acteurs du champ culturel à identifier et à évaluer l’impact social généré par leurs projets. Il a été conçu dans une logique d’auto-évaluation: la démarche d’évaluation est définie et mise en œuvre par la structure elle-même. Ce guide a été élaboré à partir de la dé- marche expérimentale d’évaluation et de capitalisation de l’Appel à projets Art & Territoire menée par la Fondation Daniel et Nina Carasso avec 20 porteurs de projet et accompagnée par le cabinet Nuova Vista entre 2014 et 2016. Les 20 projets soutenus apportent une réponse concrète à la question évaluative : «Comment une démarche artistique exigeante peut-elle contribuer au vivre ensemble sur un territoire ?»
Cultural work is a central component of German foreign cultural and educational policy. It is based on an extended understanding of culture, which comprises not only the arts and high culture, but also popular culture, everyday culture and other areas besides. Culture is understood as a dynamic, dialogic process, which develops irrespective of location and in a multitude of ways. This approach implies to identify key premices and methods, to develop an impact model for evaluation and basic principles of the working approach and to think in terms of impacts' cycles.
ixia is England’s public art think tank. In 2004, ixia commissioned OPENspace, the research centre for inclusive access to outdoor environments based at the Edinburgh College of Art and Heriot-Watt University, to research ways of evaluating public art (see link below). Much of the content of this practical Guide has been informed by that academic research. However, the Guide’s emphasis and content has also been shaped by feedback from ixia’s Evaluation Seminars and fieldwork conducted by ixia and consultants who have used ixia’s ‘Evaluation Toolkit’. The present guide is the 2014 edition.
The 20th anniversary of RESEO, the European Network for Opera, Music and Dance Education, provided an ideal opportunity to take stock of the arts education sector and its developments. The network’s 2016 Autumn conference took place in Paris from 28-30 November, focusing on evaluation with the aim of analysing the achievements, breakthroughs and challenges encountered by the sector over the last twenty years. The Opéra national de Paris, a RESEO founding member, hosted the event and contributed largely to its organisation.
