Evaluation of Il-Premju tal-President għall-Kreattività – Open Call for Service Providers
Arts Council Malta and the Office of the President of Malta are issuing a call for service providers (an individual or team of researchers) to carry out an evaluation on the performance of the Premju tal-President għall-Kreattività.
About the award
Il-Premju tal-President għall-Kreattività provides recognition and support at the highest level of the State to organisations, especially those working with vulnerable and disadvantaged groups, to engage these groups in creativity and arts-driven projects and thereby increase their level of integration and engagement in society. The Award is managed by the Office of the President and Arts Council Malta(ACM).
It aims to:
provide accessibility to disadvantaged groups to a wide range of quality art experiences and arts-engagement activities, as well as act as a platform for young promising talent
incentivise the contribution of arts organisations towards community development and collaborative arts projects
Background and aims of the proposed evaluation
In the last three years, Il-Premju tal-President għall-Kreattività, has disbursed EUR195,612 in grants for 31 projects. As from 2017, a new strand for multi-annual projects was introduced. Feedback from different project participants and beneficiary reports presented anecdotal evidence of the impact of projects and the overall programme. The evaluation is being commissioned to evaluate the structure of the programme in order to enhance its impact in accordance to its aims. Issues that have been highlighted include and are not limited only to, the degree to which risk-taking within the awarded projects is hindered or supported, accessibility of the award by emerging and relatively less experienced organisations, long-term impact of the awarded projects and the potential involvement of mentors in the projects. To this effect an ex post evaluation is proposed to explore the social and artistic impact of the 2015 and 2016 awarded projects on the participants, practitioners and organisations that have been involved in the projects. An evaluation of the 2017 awarded projectsshould also be included as part of the study.
The value of the contract is of not more than €15,000, which includes fees and expenses directly related to the delivery the project. The evaluation is expected to take place between 01/01/2018 and 01/04/2019.
